Jay has in-depth knowledge of the expropriation process with experience in property acquisition of large-scale urban infrastructure project and large linear corridor projects for the municipal, transportation and energy sector.
He has comprehensive experience in valuating full and partial takings for acquisition/disposition as well as expropriation of transit and road projects for government agencies as well as transmission corridors and pipelines for the energy sectors.
Managed the acquisition and expropriation of a major linear urban project for York Region’s VIVA’s Bus Rapid Transit. Negotiation and acquisition consisted of partial takings of fee simple & easement interest.
Conducted research and provided advisory services to Metrolinx for the Whitby rail yard regarding possible damage to adjacent industrial property value.
Conducted valuation of partial takings of agricultural properties for a new transmission corridor in the Municipality of Leamington for negotiation purpose for Hydro One.
Provided valuation & advisory services to Metrolinx/City of Toronto for the acquisition and expropriation of lands for the Eglinton Crosstown & the Finch West LRT. Interest included full buyout as well as partial takings from private owners.
Project lead in the valuation of a national linear right of way corridor for the proposed Eastern Mainline and Energy-East for TC Energy
Conducted valuation of right of way of rural properties for a transmission corridor in the County of Dufferin for negotiation by a wind-turbine developer with the County.
Provided advisory to NWMO Nuclear Waste Management Organization on Real Estate matters.
Completed valuation of land matters for an operating Hydropower facility in northern Ontario.
Provided expert testimony for arbitration for dispute between owners of a suburban subdivision.
Provided expert testimony in a court proceeding for damages relating to a lease dispute.
Provided litigation support for disputed matters with regards to contaminated land for industrial property.
Provided valuation of Multi-residential complex for litigation support for disputed matter between owners.
Provided valuation advise to the Region of York, Region of Peel, City of Markham, City of Richmond Hill, City of Brampton and City of Toronto for purposes such as road widening, water/waste-water & various infrastructure real estate projects.
Provided valuation to various land development co. as well as Municipalities for Park-in-Lieu and Section-37 payment.

Jay is recognized as a leader in the Right of Way and Infrastructure Real Estate community and was the past Chapter 29 President and is currently the Vice Chair for Region 8 with the IRWA‐International Right of Way Association.
He is also the recipient of the 2015 and 2024 IRWA Chapter 29 Professional of the Year Award.
