Expropriation

MPR specializes in valuing real property for expropriation matters. Our combined expertise in planning and appraisal is ideal for identifying and analyzing injurious affection resulting from an expropriation.  We are retained by landowners and expropriating authorities, and have experience in providing expert testimony at OMB hearings (now LPAT).

Cash-in-Lieu of Parkland
(Section 42)

MPR appraises development land on behalf of developers and municipalities for cash-in-lieu of parkland determination (per Section 42 of the Planning Act). Our appraisals have been relied upon as evidence at OMB hearings. Our combined expertise in planning and appraisal gives us unique insight for such appraisals. We have also completed studies on behalf of municipalities for the purpose of establishing city-wide fixed-rate charges for cash-in-lieu of parkland.

Public Sector Asset
Acquisition / Disposition

Public authorities are under increasing pressure to manage public assets in a prudent and transparent manner. Defending the price of acquisition or disposition is a critical element to responsible fiscal management.  MPR provides detailed and well support appraisals, including adaptive reuse and/or redevelopment analysis, so that public officials have the information they need to make informed and responsible decisions.

Section 37

Through the Planning Act, municipalities may collect cash or other contributions in return for an increase in density or building height. MPR provides appraisals for the purpose of determining the increase in market value (if any) resulting from such an increase. We have also have completed studies on behalf of municipalities for the purpose of establishing city-wide fixed-rate charges for Section 37.
